The success of Wildlife Habitat Federation is built on a strong foundation: a dedicated and passionate volunteer board of directors and an executive and field staff with decades of experience in the world of wildlife conservation and ecosystem services. Together, they advance WHF’s mission — the conservation of soil, water, air, and wildlife — through on-the-ground prairie restoration, responsible land management, and a commitment to generational sustainability.

Loy Sneary – Board Chairman
Managing Partner, Sneary Cattle, Co; President/CEO Consultant, Gulf Coast Green Energy

Loy is a dedicated advocate for sustainable land management and environmental stewardship. Sneary Cattle, part of a diversified agricultural business including Windmill Hay Farms and L&H Farms, has raised commercial beef cattle and quality replacement heifers for more than 40 years and for more than 10 years has utilized adaptive high stock density grazing which restores the health of the soil, increases bird and wildlife habitat and sequesters additional carbon. Sneary’s prior role as Vice Chair of the WHF Board and early involvement with the nonprofit has equipped him with deep insight into the organization’s operations and its commitment to fostering collaborative conservation efforts.

CJ McDaniel – Vice Chair
Managing Partner, Crenshaw Golf, Conservationist, Texas Master Naturalist

CJ McDaniel is a retired golf executive and former professional golfer with over 40 years in the game. He co-founded Crenshaw Golf with Ben Crenshaw, led as CEO, and previously held senior roles with the PGA and PGA TOUR. Today, CJ brings that same leadership to the community as Vice Chair of WHF and President of the Fulshear Police Foundation and Fort Bend MUD 170

James Kadlick – Vice Chair
Senior Vice President, Colliers

Native Houstonian and proud Texas Tech Red Raider. James is a commercial and ranch real estate broker with 20 years of experience. He is an avid outdoorsman with several bird dogs that travel from Montanna to Mexico in search of upland birds and is a passionate advocate of native prairie habitat.

Garry L. Stephens
President/CEO, WHF

Serving in a leadership role with WHF since 2016, Garry works closely with landowners, local governments, and partner organizations to advance conservation management and wildlife habitat restoration. He previously spent nearly 30 years with the USDA Natural Resources Conservation Service (NRCS) as both a district conservationist and wildlife biologist across South Texas, and has managed working lands in Texas and Arkansas for wildlife and livestock. Garry represents WHF on multiple NRCS state committees and holds a B.S. in Wildlife and Fisheries Sciences from Texas A&M University.

Bruce C. Arendale
CPA/CFF CFE, Businessman, Conservationist, Naturalist

Eighth generation Texan, Small Business owner, and CPA who contributes successfully to the roles of expert witness, business/financial advisor, enterprise owner, oil operator, trustee/executor, rancher, and conservationist. Passionate about making the world a better place.

James Loyd Fatheree, Jr.
First Continental Investment Company, Ltd.

A Texas Gulf Coast native, Fatheree has observed the deterioration and destruction of natural grass prairies and the negative impact it has had on wildlife and bay fisheries. With a Sam Houston State College Bachelor of Business Administration degree, he has had a career in banking and real estate that afforded him the opportunity to participate in the conservation efforts of Quail Unlimited and Wildlife Habitat Federation. Jim and his wife live in Fort Bend County. They have three children and eight grandchildren.

William L. Hixon
Senior Vice President, Howden US

A lifelong outdoorsman and hunter, Will’s love of the wilderness was shaped early through Boy Scouts, and later deepened through National Outdoor Leadership School expeditions. Today Will channels that same passion into conservation work with WHF, helping restore and protect native Texas grassland habitats for wildlife and future generations.

Third generation South Texas rancher and oil and gas producer. Director of Texas Wildlife Association and Texas Parks & Wildlife Game Bird Advisory Board. As well as an avid hunter.

Cee Cee Parker
Margaret C. Parker, Attorney at Law, PLLC; Hidden Territory Farm

Cee Cee is a native Houstonian. She received her Bachelor of Science from Texas A&M University and her Doctor of Jurisprudence from The University of Houston. She and her husband, David, own Hidden Territory Farm, a 31-acre wildlife sanctuary near Sugar Land, Texas. They are proud that their property can serve as an illustration of a successful wildlife restoration project in an urban environment. She is a Texas Master Naturalist – Gulf Coast Chapter, a passionate wildlife photographer and is passionate about protecting our native environment.

Iliana Peña
Principal Consultant, Twin Oaks Conservation Strategies

Iliana Peña holds a B.S. in Wildlife & Fisheries Science from Texas A&M University and an M.S. in Range & Wildlife Management from Texas A&M University–Kingsville. She is a conservation strategies consultant who partners with land trusts, agencies, and landowners to advance high-impact, long-term conservation initiatives. Previously, she served as Director of Conservation for the Texas Wildlife Association and spent 14 years with Audubon Texas in senior leadership roles overseeing habitat restoration, stewardship, and statewide conservation programs.

Advisory Board

William “Vic” Condrey
Executive Vice President, Allegiance Title Company

Condrey was born and raised on a wheat and cattle ranch in western Oklahoma. After attending The University of Texas and obtaining a law degree at University of Houston, Vic practiced law at Locke Lord in banking, real estate, and business transactions. After retirement, he served at president of a Texas nonprofit, Horn, Fin, and Feather, which leased 52,000 acres of ranch land in South Texas. Together with Dr. Fred Guthery, they engaged in significant habitat restoration for the benefit of all species of wildlife, birds, endangered species, and aquatic life. Conservation and restoration continue to be a passion for him.

Chad Ellis
CEO, Texas Agricultural Land Trust

Chad Ellis is the CEO for Texas Agricultural Land Trust (TALT). Mr. Ellis has over 25 years of experience working directly with producers and land managers implementing stewardship focused management. Ellis not only promotes and advocates land stewardship principles, he also implements it within his own family operation in Lohn, Texas. Mr. Ellis is passionate about helping empower the producer to be better tomorrow than they are today.

Ellis brings deep connections and experience as past-chair to National Grazing Lands Coalition (NatGLC), US Roundtable for Sustainable Beef (USRSB), past-chairman for Ecosystem Service Market Consortium (ESMC) and the founding chair of Trust in Food’s Trust in Beef program.

Dr. Dale Rollins
Director, Rolling Plains Quail Research Foundation

Dr. Rollins is a nationally recognized wildlife specialist who devoted more than three decades to wildlife management and research, particularly in quail ecology, serving as a professor and Extension Wildlife Specialist with the Texas A&M AgriLife Extension Service and holding a research appointment at Texas A&M University. He also served as Executive Director of the Rolling Plains Quail Research Foundation and founded the Texas Brigades youth education program, now a multi-state initiative cultivating conservation leadership among young people. A Texas Conservation Hall of Fame inductee, Dr. Rollins holds degrees from Southwestern Oklahoma State University, Oklahoma State University, and Texas Tech University.
